Largest Recycling Company in the Middle East – Bee’ah
Tactical Connections identified a market need, conducted a detailed feasibility study and established Bee’ah, the first private municipal waste recycling venture in the GCC. Tactical Connections went on to manage the company from formation to success. We leveraged private sector investment and operational know-how to drive rapid environmental improvement through the combination of social engagement and infrastructure development for the Emirate of Sharjah. With over 7,000 employees, Bee’ah is now the largest GCC recycling company with operations across the UAE, in the KSA and Egypt, and with the launch of a new waste to energy plant will complete the founding ambition of zero waste to landfill in Sharjah.
- Serviced the residents of the entire Emirate with advanced waste management
- Collaborated with all levels of government from municipal to Ruler’s Office as well as Federal Ministries and the leadership of all 7 Emirates
- Raised first round funding of $120 million in a combination of debt and equity
- Received and handled 17,000 tons per day of municipal, medical, hazardous and construction waste
- Established and operated the first regional recycling programs and formal facilities for municipal waste, tires and organics
- Established and operated the first engineered landfill and eco-park in the UAE (4 Km2 area)
- Grew the company from 3 to 2,500 employees in just 3 years

Water Recycling in Dubai – Green Infra Facilities Management
Privatized sewage treatment infrastructure at Dubai Sports City to maximize utilization of the asset and to recycle water for urban applications.
- Identified opportunities to profitably link underserviced sewage generators with golf courses requiring large quantities of water
- Raised $10 million in funding from global infrastructure companies including the world’s largest waste management company
- Attracted new in-feed customers previously hitherto underserviced by municipal options, primarily labour accommodation customers
- Established markets for recycled water at local golf courses
- Increased recycling of water at the facility from 4,000 m3 per day to 25,000 m3 per day
PET Recycling in the GCC – Repeet PET Recycling
First food-grade PET recycling facility to process approximately 20,000 tons of post-consumer PET to be deployed in KIZAD in partnership with Veolia Middle East.
- Identified the opportunity afforded by the systemic market obstacle to the success of high-value plastic recycling facilities. Most such facilities struggle with feedstock despite the high consumption rates of plastic beverage containers in the UAE. The obstacle is the embargo on the importation of post-consumer polyethylene into the UAE.
- Developed and implemented a political, technical and legal strategy to overcome the obstacle and secured a limited-scope NOC for the importation of post-consumer PET.
- Developed the financial model for fundraising for the Repeet facility and raised $26 million
- Spearheaded the first significant offtake arrangement
- Supported strategy, drafting and stakeholder engagement in the development of Expended Producer Responsibility regulations for plastics with the Environment Agency of Abu Dhabi
- Secured government approvals for Repeet’s PET recycling facility, the lease in KIZAD, and Tadweer approval.
